You need to set up and register your brand new Maxi Sys Elite with Autel first. The Serial number and register password can be found in System Settings , Scroll to very bottom of page and click on About. After your tool is registered with Autel and you have a good WIFI connection , when you scan a FCA vehicle with SGM , your tool needs to connect to Autel's server that is able to download the access PIN to allow you into the system to scan for codes and access data, however you will not be able to clear codes or do any Bi- directional  activation unless you locate and bypass the SGM module with the 12+8 cable , or register for AutoAuth and pay $50 a year to FCA.
